AN ORDINANCE
Sec. 1. Be it ordained by the city council of the city of Springfield, That the said city council shall annually appoint some suitable and competent person to the office of city engineer and surveyor, who shall hold his office for one year, and until his successor shall be appointed and qualified, and before entering upon the duties of his said office, he shall take an oath or affirmation to faithfully and impartially discharge the duties of his said office.
Sec. 2. It shall be the duty of said city engineer or surveyor, when called upon by the city council, or any committee thereof, to make all surveys of the streets, lanes, alleys, sidewalks and public roads in said city, and to execute plats, plans, draughts and statements of the same, and to calculate and ascertain the proper and necessary grade and level of all of said streets, lanes, alleys, sidewalks and public roads, and execute profiles, deliniations and draughts of the same, which he shall deliver over to the city recorder, who shall carefully file away and preserve the same in his office. And said city engineer and surveyor shall from time to time discharge such other official duties, as the city council, by ordinance or resolution shall direct; for all of which he shall receive such compensation as the city council shall determine.
Sec. 3. It shall be the duty of said city engineer and surveyor on application of any person within this city, who is about to grade, curb or pave any sidewalk in said city, to oversee the setting of said curb-stones and direct the proper grade to be observed in constructing the pavement of any such sidewalk.
Sec. 4. It shall be the duty of said city engineer and surveyor, on application of any person about to erect or build any house of brick or stone, which shall front on any street in this city, to set and stake off the front corners thereof; for which he shall receive from the person so applying to him, the sum of one dollar.
Sec. 5. This ordinance shall take effect and be in force from and after the publication thereof.
All ordinances and parts of ordinances of the president and council of the town of Springfield, coming within the purview of this ordinance, are hereby repealed.
